Paul Morrow is the John M. Meagher Human Rights Fellow at the University of Dayton. He received his Ph.D. in Philosophy from Vanderbilt University. His book 'Unconscionable Crimes: How Norms Explain and Constrain Mass Atrocities' is forthcoming from MIT Press.
